In order to register plant varieties the owner of the variety applies to VRSCC, preparing an application file which consists of;

• A petition stating intention to be registered
• Technical information and documents on variety
• Fees

The evaluation of application file on registration standard seed is done by the VRSCC while the files on production permission. The part consisting of technical information and documents is not evaluated if only the application file has three main essential parts.

The committee does reject the variety being requested production permission in case the members of the registration committee determine any missing technical information or documents in the meetings of production permission.

Seed producing institutions may be able to register plant varieties which are bred by reel person or research institution. For this purpose, they get a research institution to conduct the trials and need to acquire trial report from this institution before application.

Real persons having the following criteria get a research institution to conduct the trials for the varieties bred by them and need to acquire trial report from this institution before application.

a) Graduated from a Faculty of Agriculture having four year education in Turkey or abroad, worked three years on breeding of plant varieties or participated in a theoretical and practical course for three mounts on plant breeding organized by the Ministry or an institution authorized by the Ministry, or Masters or Doctorate Degree on plant breeding.

b) Being currently not worked any public or private research institute.​
