The
Eleventh Development Plan, the first development plan of the Presidential
Government System, covering the period of 2019-2023, was adopted at the General
Assembly of the Grand National Assembly of Turkey.
With the 11th Development Plan, it is aimed to create an effective agricultural sector which is environmentally, socially and economically sustainable, increasing its international competitiveness with its production structure providing adequate and balanced nutrition for the people of the country as well as focusing on supply and demand balance, based on advanced technology, without any infrastructure problems, with a high level of organization and efficiency in the five-year period.
Protection, efficient use and management of agricultural lands will be provided.
Detailed surveys, mapping and classification of soil throughout the country will be done.
Arrangements to reduce the pressure of non-agricultural use of agricultural lands will be completed and supervisions will be increased.
Arrangements will be made for the establishment of a land banking system for the development of agricultural land markets, especially in bringing idle lands in agricultural production, and contract production will be supported and encouraged.
Small family businesses will be protected while land acquisition activitieses, pecially leasing, will be carried out for the scales of agricultural enterprises to reach the size of agricultural land with sufficient income.
The allotment of agricultural land by inheritance and sale will be prevented and financial support will be provided to the heirs for land acquisition.
Land consolidation works will continue in an integrated manner with irrigation investments, and arrangements will be made to accelerate the registration process.
Investments will be prioritized for the purpose of expanding irrigation areas, and efforts will be continued for the protection, in terms of quality and quantity, and efficient use of water.
2 MILLION Hectares WILL BE OPENED FOR IRRIGATION
Modern irrigation systems like sprinkler and drip irrigation systems will be extended to ensure efficient use of water in agriculture. 2 million hectares of land will be opened for irrigation.
In order to ensure the sustainability of plant production, input supports will be determined by taking into account the changes in costs, particularly diesel fuel and fertilizer.
Good agricultural practices, organic farming, contract production, clustering, research, marketing and branding activities will be supported in order to increase product reliability, diversity and production, especially in high value added medicinal and aromatic plants.
GREENHOUSE INVESTMENTS WILL BE SUPPORTED
In addition to the establishment of modern greenhouses for production under protective covers, investment and operational financial support will be provided for the modernization, expansion of existing greenhouses and also for installing packaging facilities and warehouses.
In cooperation with private sector seed companies, production areas of certified seeds will be increased and elite seed production will continue and new varieties will be produced.
The industrial use of fiber plants, especially of the hemp, will be expanded.
Renewal of cultivation areas will be supported in order to increase the productivity of long-lasting and high value-added crops such as tea and hazelnut that have completed their economic life and whose productivity has decreased.
ADDITIONAL SUPPORT WILL BE GIVEN FOR EWE LAMBS AND GOAT KIDS
In order to meet the need for breeding material domestically, purchases from the enterprises registered in the Herd Book Information System and heifer breeding centers will be supported.
In order to increase the number of mother animals in sheep and goat breeding and to increase the sheep and goat share in red meat production, additional support will be given to each ewe lamb and goat kid within the herd to be used as a breeder within the scope of the Herd Development and Renewal Support Project.
FEED CROP PRODUCTION WILL BE SUPPORTED
Pasture improvement will be ensured and feed crop production will be supported in order to increase the quality roughage production.
The modernization and expansion of the shelters and the purchase of animals, tools and equipment will be supported in order to ensure that small family enterprises reach a capacity of 10 animals in bovine and 300 animals in ovine-caprine breeding.
PRODUCTION AND EXPORT IN SEAFOOD WILL INCREASE
New potential aquaculture areas will be identified and opened to the use of entrepreneurs and production will be encouraged with various government supports. Production and export will be increased in aquaculture. As a matter of fact, the export target of 2023 was 1 BILLION DOLLAR but has been exceeded and 2 BILLION DOLLARS has been determined as the new target for 2023.
BIOLOGICAL STRUGGLE WILL BE SUPPORTED
Inspections will be enabled to ensure food safety and plant and animal disease and pest control services will be developed. Supervision and training on unconscious pesticide use in plant production will be increased and biological and biotechnical control practices as an alternative to chemical practices will be supported and expanded.
Food loss and waste prevention efforts will be focused on.
Supports will be increased in order to expand the licensed warehousing system.
The logistics infrastructure for the establishment of the cold chain in agricultural products will be improved.
Encouraging production models will be implemented for the development of agricultural-industry integration and cooperation.
THE ACTIVITY OF UNIONS AND COOPERATIVES IN MARKETING WILL INCREASE
The number of intermediaries in the distribution chain in the marketing of agricultural products will be reduced, the consumers will buy the products at reasonable prices, and cooperatives and producer unions in order to establish a direct connection between the producer and the consumer will be included in the system effectively.
FOREST SECTOR CONTRIBUTION TO ECONOMY WILL BE INCREASED
In order to meet the raw material needs of wood, industrial plantations will be established. Sustainable forest management will increase the contribution of forests to the economy. In forestry, capacity to combat diseases, pests and fires will be strengthened. Support for forest villagers will continue.
ACTIVITY WILL INCREASE IN AGRICULTURAL R & D
Coordination and cooperation between public, university, private sector and industry will be improved in agricultural research activities and the efficiency and quality of agricultural R & D activities will be increased.
SMART AGRICULTURAL TECHNOLOGIES WILL BE SUPPORTED
Innovative and environment-friendly production techniques, especially smart agricultural technologies, will be developed and supported.
The scope of agricultural insurance will be expanded in terms of product and risk and works will be continued for transition to income insurance.
The efficiency of agricultural training and extension activities will be increased and expanded.
In order to raise the living standards in the rural areas, institutional and local capacity for rural development will be improved and positive discrimination will be provided to the groups like women, young farmers, etc. and producer organizations will be pioneering institutions in social solidarity, cooperation, education and financing.
Especially for women and young farmers, trainings on reducing production costs, using technology, producing quality and healthy products will be given, extension and certification programs and courses to improve agricultural skills will be held.
