PUBLIC-PRIVATE SECTOR COOPERATION R&D PROJECTS
The infrastructure of the research institutes was opened to private sector together with the legislation recently implemented by our ministry. With this implementation was aimed to use the limited resources of our country effectively and to encourage the private sector to do research thus using the resources effectively together with Public-Private sector cooperation in agricultural researches.
Our Ministry undertook the mission of taking measures to support the agricultural activities of private sector under Agricultural Law No 5488 issued in 2006. For this purpose “Communiqué on the Procedures Between Research and Development Project Coordinators in Partnership With Research Institutions Subject to Ministry of Agriculture and Rural Affairs” numbered 2007/1 became effective after being published in Official Gazette No. 26406 on 17 January 2007.
Under this communiqué, individuals or private sector organizations gained the opportunity to execute their projects that were prepared with the support of both national and international sources with the infrastructure and personnel support of research institutes subject to our Ministry. Thus; Private Sector, individuals and non-governmental organizations will be able to perform their studies that they need by taking the advantage of infrastructure opportunities held by public and created with the years of experience and high investments without the need for significant investments for R&D studies.
The current R&D infrastructure of both public and private sector needs to be used in the most effective way in order to use national resources rationally and gain the maximum benefit. R&D studies performed by researchers through benefiting from the infrastructure of public either alone or together with public research are frequently observed in developed countries. The diversification of R&D sources accelerated this process in our country.
Financial strength of private sector and trained research personnel, experience and research infrastructure of 47 Research Institutions subject to our Ministry and spread all over the country with expertise in various disciplines were combined under this regulation. Thus, R&D studies in our country are accelerated as well as allowing the individuals and organizations wishing to do research.
Once the communiqué was published in the official gazette large companies began showing interest to agricultural researches. 127 project contracts were signed in the framework of cooperation between our Research Institutes and private sector.
