​· Ensuring, monitoring and supervising pest control in plant production in compliance with the relevant technical instructions,
· Undertaking or delegating the preparation and implementation of national agricultural control programs,
· Ensuring coordination and collaboration in control activities conducted throughout the country,
· Coordinating and conducting control activities for pests that cause epidemics,
· Putting into practice the results of practical research performed by the research institutions of the Ministry and by universities,
· Taking measures to prevent transmission and spread of new quarantine pests entering pest-free regions,
· Preparing surveillance programs for the pests subject to agricultural quarantine and following up and assessing the relevant activities,
· Designating and managing protected zones and safety belts as required,
· Undertaking or delegating the application of the measures necessary to prevent the spread of pests subject to quarantine, 
· Conducting the necessary operations related to plant passports
· Collecting and analyzing statistical data concerning its responsibility area,
· Establishing and undertaking the secretariat affairs of the commissions and committees required for the performance of plant health and quarantine activities,
· Identifying shortcomings in trainings related to plant health and preparing and following up in-service training programs in coordination with the Department of Training Dissemination and Publications,
· Conducting training and dissemination services in coordination with the Department of Training, Dissemination and Publications and providing support services
· Conducting pests risk analysis ,
· Undertaking similar duties to be assigned by the General Directorate.

  • Conducting services on fighting against the animal diseases and pests,
  • Assisting in determination of policies for the protection of all types of animals such as farm animals, pets and ornamental animals, show and fair animals, bees, fish and wild animals and undertaking or delegating the preparation and enforcement of annual plans and programs and ensuring the implementation thereof,
  • Identifying disease-free areas and taking all measures necessary for these areas,
  • Identifying notifiable and compensated diseases and designating control principles thereof under the Law dated 11/6/2010 and No.5996 on Veterinary Services, Plant Health, Food and Feed,
  • Disseminating and implementing Emergency Action Plans on diseases
  • Undertaking or delegating all types of epidemiological studies related to animal diseases; undertaking or delegating the preparation of routine and special reports; and undertaking or delegating cost/benefit analyses of projects to be implemented,
  • Undertaking or delegating the preparation and monitoring of programs for the collection of data on the distribution of animal diseases and pests in the country and for disease control and eradication; creating a database related to these services; undertaking or delegating the establishment of an animal health information system and ensuring its widespread utilization; undertaking or delegating the preparation of relevant software in coordination with the Department of Information Technologies,
  • Preparing budget proposals on animal diseases and pests; monitoring budgetary applications; identifying the personnel, vehicles, tools, machinery, materials, equipment and other inputs required for the provision of animal health services and cooperating with relevant units for the provision thereof,
  • Submitting proposals for, issuing permits to and ensuring the establishment of institutes, laboratories and similar facilities necessary for animal health and coordinating relevant controls and inspections,
  • Issuing establishment and work permits to veterinary and analysis laboratories and experimental animal Institutions; following and implementing new developments and technologies on disease diagnosis and control methodologies and preparing national and international proposals to rectify training-related shortcomings and preparing legislative proposals with relation to laboratory activities,
  • Collaborating with institutions affiliated or not affiliated with the Ministry for the designation of national animal health policies; ensuring cooperation and coordination in the field of animal health within the scope of bilateral and multilateral agreements; undertaking activities for negotiations, studies and evaluation meetings regarding animal health services; preparing relevant reports; participating in relevant meetings; and monitoring the situation of animal diseases in other countries,
  • Identifying shortcomings in trainings related to animal health and preparing and following up in-service training programs in coordination with the Department of Training Dissemination and Publications,
  • Establishing and operating a database for animal identification and registration; designating
  • preferred methods including numbering, denomination or use of collars; keeping health records and determining the relevant principles; and undertaking or delegating activities for this purpose,
  • Determining the rules to be used in transfer of live animals and animal products except for the products such as sperm, ovum, embryo in the country, and ensuring their implementations, controlling and auditing; taking relevant measures as required; determining internal quarantine conditions in order to delegate the audits of the places where the live animals are purchased and sold; issuing veterinary medical certificates; and controlling animal movements,. 
  • Improving Private Veterinary services, undertaking approval and registration operations for private practices, clinics, polyclinics, animal hospitals, sales areas for pets and ornamental animals, animal training centers and shelters and animal care units providing sheltering and undertaking relevant legislative activities,
  • Undertaking legislative activities on all matters pertaining to animal health services,
  • Undertaking the activities of the National Zoonoses Committee of Turkey,
  • Maintaining relations with international Organizations such as OIE (World Organization of Animal Health), FAO (United Nations Food and Agriculture Office), WHO (World Health Organization), MZCC, IAEA, ECO and TAIEX and ensuring relevant coordination in our country,
  • Undertaking activities as necessary for the welfare of experimental animals, animal welfare on transport and welfare of farm animals,
  • Collecting and analyzing statistical data related to subject under its responsibility area,
  • Undertaking similar duties to be assigned by the General Directorate.

  • Determining procedures and principles related to approval and registration operations of food businesses,
  • Determining technical and hygienic conditions required in approved and registered food businesses,
  • Contributing to the development of policies for the production of safe food,
  • Determining procedures and principles for ensuring animal welfare during slaughter,
  • Collecting and analysing statistical data related to issues falling under its scope of activity,
  • Preparing codices related to food and contact substances and materials,
  • Following and coordinating approval and registration operations conducted by the Provincial Directorates,
  • Following and coordinating the implementations concerning the requirements for registration – approval granted to the establishments within the scope of the registration – approval operations of the food establishments
  • Organizing trainings concerning the requirements for registration – approval granted to the food establishments in coordination with the Department of Training Dissemination and Publications,
  • Providing and delegating trainings for official veterinary surgeons, authorized veterinary surgeons and vice official veterinary surgeons who will be assigned at slaughterhouses and coordinating these training activities, organizing trainings concerning the modernization of food establishments within the scope of the EU harmonization and also preparing and implementing projects on improvement of the technical infrastructure,
  • Cooperating with the national and international institutions concerning its duty,
  • Contributing to the studies on resource catalogue of food establishments prepared within the scope of the mobilization and automation project,
  • Organizing trainings concerning the Turkish Food Codex in coordination with the Department of Training Dissemination and Publications,
  • Following the activities of the Codex Alimentarius Commission,
  • Undertaking similar duties to be assigned by the General Directorate.

     

     

  • ​Undertaking the approval operations and inspection services for veterinary medical product production sites owned by natural and legal persons and institutes,
  • Determining the conditions of good production practices of the veterinary medical product production sites owned by natural and legal persons and institutes; certifying their conformity; and ensuring their due inspection,
  • Conducting operations pertaining to the authorization and issue of sales permits for veterinary medical products,
  • Determining the principles for the promotion of veterinary medical products,
  • Delegating quality checks related to the effectiveness, innocuity and safety of veterinary medical products and commissioning the establishment of relevant laboratories at the institute directorates
  • Undertaking or delegating pharmacovigilance activities for the monitoring and assessment of the safety of veterinary medical products,
  • Monitoring the compatibility of the strains in veterinary biological products with disease-causing antigenic strains in our country,
  • Conducting permission and follow-up activities of raw materials, microorganism cultures and other materials to be utilized in the production and control of veterinary medical products,
  • Conducting the authorization and inspection activities of the pharmaceutical warehouses,
  • Determining the conditions to be applied to the wholesale and retail sale, inspection and monitoring of veterinary medical products,
  • Ensuring cooperation and coordination on issues related to veterinary medical products; conducting activities for study and evaluation meetings; preparing relevant reports and participating in relevant meetings; and following the practices in other countries,
  • Cooperating with European Medicines Agency (EMA), European Drug Quality Administration (EDQM); following up the relevant regulations; ensuring coordination within the Ministry together with the Ministry of Health; and participating in the European Pharmacopeia Commission,
  • Designating the prices of veterinary medical products, as required
  • Determining the maximum residue periods of veterinary medical products and ensuring cooperation with other units for this purpose,
  • Cooperating with other Ministries related to the psychotropic and narcotic veterinary medical products
  • Determining the standards of tools and materials relevant to veterinary medicine, as required,
  • Granting approval to the plants processing the animal by products not intended for human consumption,keeping records of the establishments recorded by the provincial directorates, ensuring the publishment of the registered and approved establishments on systems of the Ministry and European Union and also conducting or delegating other operations concerning the animal by products 
  • Monitoring, investigating and preparing monitoring plans for food-borne zoonotic diseases and antimicrobial resistance,
  • Collecting and analyzing statistical data related to issues falling under its scope of activity,
  • Undertaking similar duties to be assigned by the General Directorate.

     ​

  • ​Undertaking or delegating market surveillance and inspection of foodstuffs and food contact substances and materials,
  • Ensuring food safety at production, processing and distribution stages; assessing the conformity with the relevant legislation of official inspection and control activities regarding the hygiene rules applied to food businesses in this respect and coordinating official inspections and controls,
  • Developing policies on food safety and following up the relevant developments,
  • Determining principles on the traceability of food at production, processing and distribution stages,
  • Creating contingency plans on food and ensuring crisis management,
  • Ensuring the due operation of the information system required for the collection and evaluation of data for official controls throughout the country,
  • Collecting and analyzing statistical data related to issues falling under its scope of activity,
  • Undertaking or delegating the organization of trainings for official veterinarians, assistants to official veterinarians, authorized veterinarians and other official controllers that are or will be assigned to the inspection and control of food businesses for ensuring food safety; and coordinating these training activities,
  • Preparing legislation and procedures for food inspection and control,
  • Providing support to nutrition project and training activities undertaken by relevant institutions,
  • Preparing and implementing projects on improvement of the technical infrastructure, organizing food safety training activities within the scope of harmonization with the EU in coordination with the Department of Training, Dissemination and Publications and General Directorate of European Union and Foreign Relations,
  • Ensuring cooperation with associations of producers and consumers, universities and relevant sectors on food safety and hygiene issues,
  • Preparing hygiene guidelines, leaflets, posters, etc. on food safety and hygiene and cooperating with the Department of Training, Dissemination and Publications for the publication of the abovementioned materials,
  • Cooperating with relevant agencies and institutions on food safety and hygiene for protecting public health,
  • Conducting activities and procedures pertaining to all public and private laboratories working with food and keeping and inspecting relevant records concerning the laboratories,
  • Preparing and putting into service the National Residue Plan in livestock, animal primary products and meats, following up the activities conducted, evaluating the results received throughout the country and determining the laboratories which will perform duties within the scope of the National Residue Monitoring Plans and also their duties,
  • Undertaking similar duties to be assigned by the General Directorate.

  • ​Conducting operations and official inspections pertaining to the quarantine of plants at the entry to and exit from the country of the plant products and wooden packaging materials
  • Performing official controls for the exportation of plants and plant products and issuing the Plant Health Certificate
  • Conducting operations related to the border inspection posts of plants and plant products,
  • Determining plant health conditions concerning the entry of plants and plant products into the country,
  • Representing our country before EPPO (European and Mediterranean Plant Protection Organization), International Plant Protection Convention (IPPC), World Trade Organization (WTO) and similar international organizations, following the studies conducted at these institutions and then identifying and monitoring  the plant pest organisms not included in our country's quarantine list, but having a risk and notifying relevant agencies of quarantine rules,
  • Identifying the necessary exportation and importation gates of the required plant and plant products
  • Establishing analysis laboratories capable to identify agricultural quarantine factors and taking the steps required to increase their capacity,
  • Determining import rules for plants and plant products, as well as wood packaging materials and other materials with a risk of containing hazardous organisms, on the basis of the results of risk analyses,
  • Conducting operations and official inspections related to the entry to and exit from the country of plant origin food, materials and articles intended to come into contact with foodstuffs and feed,
  • Conducting official inspections related to the exportation of plant origin food, materials and articles intended to come into contact with foodstuffs and feed and issuing the relevant health certificate,
  • Conducting operations related to border inspection posts of plant origin food and feed,
  • Determining health conditions related to the entry of plant origin food and feed into the country,
  • Providing correspondence with other countries in relation to quarantine and health measures and food safety for plants and plant products and food and feed of plant origin; preparing, when required, relevant Agreements with these countries; ensuring coordination with other units; and providing opinions,
  • Drawing up international cooperation agreements with other countries in the field of plant protection and quarantine and ensuring coordination among relevant units for the implementation of concluded agreements,
  • Organizing courses and in-service training programs to train official inspectors,
  •  Assessing the applications of real and legal persons and organizations and other official agencies and institutions to undertake commercial fumigation operations, issuing authorization to applicants deemed fit and conducting regular inspections thereon,
  • Organizing courses to train fumigation operators and assistant operators,
  • Issuing heat treatment authorization to requesting businesses involved in production of wooden packaging materials and conducting regular inspections thereon,
  • Training heat treating operators,
  • Declaring quarantine factors with newly detected transmission in Turkey to relevant international organizations,
  • Collecting and analysing statistical data related to issues falling under its scope of activity,
  • Conducting the rapid alert notification services concerning the plant, plant products and feed
  • Undertaking similar duties to be assigned by the General Directorate.

  • ​Regulating operations and official inspections pertaining to the entry into the country, especially in the form of import and transit, of animals, animal products, animal by-products, and plant products, which bear a risk of transmitting animal diseases,
  • Determining quality and health conditions related to the entry into the country and export of animals, animal products and animal by-products and taking the safety measures required in terms of human and animal health,
  • Monitoring international animal disease outbreaks, and performing risk analysis and taking the necessary measures to protect human and animal health in importation activities,
  • Cooperating with veterinary services of other countries in relation to the entry into the country of animals, animal products and animal by-products and ensuring the necessary coordination,
  • Conducting exportation-related operations for livestock, animal products and animal by-products,
  • Identifying the suitability of countries and facilities for animals, food products of animal origin and animal by-products to be imported into the country and auditing these facilities in terms of health conditions, when required,
  • Executing agreements with relevant countries on issues falling within its scope of activity,
  • Determining procedures and principles in relation to the establishment and operation of Veterinary border inspection posts and monitoring and auditing their activities,
  • Making the necessary regulations pertaining to the entry and exit of commercial and hobby pets and ornamental animals and passenger-accompanied products,
  • Creating a database, collecting and analyzing statistical data on subjects falling into its responsibility area and conducting training activities in coordination with the Department of Training, Dissemination and Publications
  • Conducting the rapid alert notification services concerning the plant, plant products and feed
  • Undertaking similar duties to be assigned by the General Directorate.

  • ​Undertaking approval and control operations of plant protection products,
  • Making regulations regarding the storage, sale and control of plant protection and veterinary medical products and performing the relevant controls,
  • Regulating and implementing principles pertaining to the import and distribution of plant protection products and agricultural control equipment and machinery,
  • Undertaking approval and control operations of agricultural control equipment and machinery,
  • Collecting and analyzing statistical data on subjects falling into its responsibility area and conducting training activities in coordination with the Department of Training, Dissemination and Publications
  • Undertaking approval and control operations of production sites of plant protection products and agricultural control equipment and machinery
  • Preparing the relevant legislation on plant protection products and agricultural control equipment and machinery and determining the procedures and principles for putting such products on the market,
  • Preparing annual and multiannual control plans for plant protection products and production sites,
  • Cooperating with national and international organizations concerning its duties, 
  • Making the regulations concerning the plant protection products subject to prescription,
  • Issuing authorization certificates to the persons and organizations who will conduct trials belonging to the plant protection products,
  • Undertaking similar duties to be assigned by the General Directorate.

  • ​Determining technical and hygienic conditions of the approved and registered feed establishments,
  • Conducting inspections and controls of feed establishments and feeds put on the market,
  • Preparing feed legislation and determining procedures and principles on the marketing and use of feed,
  • Ensuring feed safety and contributing to the development of the relevant policies,
  • Preparing annual and multiannual control plans,
  • Preparing and publishing an annual activity report regarding controls
  • Conducting official controls and approval operations of the establishments processing animal by-products used for feed purposes,
  • Monitoring and controlling physical, chemical and biological hazards in feed,
  • Undertaking operations concerning the feeds subject to approval,
  • Undertaking operations concerning the risk management and communication for feed,
  • Ensuring traceability of feed at production, processing and distribution stages,
  • Monitoring and assessing production quantities and prices of feed,
  • Cooperating with national and international organizations concerning its duties,
  • Developing policies for the improvement of the feed sector and animal husbandry and preparing the relevant reports,
  • Creating contingency plans on feed and ensuring crisis management,
  • Keeping records and collecting and analyzing statistical data about the issues falling into its responsibility area,
  • Ensuring the provision of in-service training of the personnel working on site on the feed control in coordination with the Department of Training, Dissemination and Publications
  • Undertaking similar duties to be assigned by the General Directorate.
  • ​ 

​With relation to animal health and welfare, plant health and food and feed safety;

  • Establishing specialized committees and commissions to perform risk assessments according to the scientific grounds,
  • Undertaking the secretariat affairs of committees and commissions appointed for risk assessment,
  • Collecting data to form a basis for risk assessments and analyzing these data,
  • Forming scientific opinions of advisory nature,
  • Performing risk assessment and forming opinions for the identification and definition of the characteristics of urgent risks,
  • Providing scientific and technical assistance upon request at times of crisis,
  • Cooperating with similar national and international risk assessment organizations as required,
  • Ensuring coordination on risks with all ministerial and non-ministerial parties,
  • Ensuring coordination of risk communication within the Ministry for the purpose of ensuring the provision of reliable, impartial and accurate information to the public and to relevant parties about the matter,
  • Making and delegating all kind of researches and projects concerning the risk assessment,
  • Undertaking similar duties to be assigned by the General Directorate.​

  • ​Ensuring coordination among the units of the General Directorate and coordinating all services within its responsibility area for the preparation of legislation and collection of information and data,
  • Ensuring coordination among national and international training, dissemination and publication services of the General Directorate,
  • Coordinating of the preparation of plans and programs for the projects and annual budget of the General Directorate and monitoring their implementation,
  • Undertaking the coordination of all types of international operations and procedures undertaken between the Ministerial units of the General Directorate and non-ministerial organizations and countries,
  • Establishing and functionalizing the information infrastructure relevant to the activities of the General Directorate,
  • Ensuring coordination concerning the information processing, hardware and software services of the General Directorate,
  • Cooperating with Ministerial units and non-ministerial organizations on information processing and taking all kind of measures necessary to ensure integration with other information processing systems,
  • Conducting activities related to the internal audit of the General Directorate and ensuring coordination among units,
  • Ensuring coordination among departments on matters pertaining to budget, projects and programs and data sharing and providing relevant information to the relevant units,
  • Monitoring on the physical and financial performance of internal and external financed projects in certain periods and submitting reports on developments to relevant units,
  • Undertaking the required reduction, fund transfer and payment order operations with the budget of the General Directorate and preparing information on the annual final account draft law and submitting the information to the relevant units,
  • Preparing the reports periodically to be announced to the Public under the Public Financial Management and Control Law No. 5018 and dated 10/12/2003 and and submitting these reports to the relevant units,
  • Undertaking the immovable property operatures of the General Directorate,
  • Undertaking operations related to the announcement and monitoring of leaves, promotions, appointments, displacements and retirement procedures of the personnel employed at the General Directorate, healthcare services, salaries, per diems and supplementary payments, overtime pay, special service compensation and temporary duty allowances; and cooperating with the General Directorate of Personnel and Support Services Department on these issues, when required,
  • Cooperating with the Support Services Department in the provision of cleaning, lightning, heating, maintenance, repair and transfer services for the General Directorate building, as well as tools, equipment and materials required by the General Directorate, 
  • Providing documentation, archiving and secretariat services to the General Directorate,
  • Ensuring the allocation and utilization of service vehicles at the command of the General Directorate in line with the needs and performing relevant controls,
  • Coordinating the implementation of civil defence services of the General Directorate within the framework of the relevant legislation of the Ministry of Interior,
  • Undertaking similar duties to be assigned by the General Directorate.
